Cannabis is a new agricultural commodity in Canada, regulated by Health Canada since October 2018. In Canada, there are over 200 agricultural commodities, and commodity organisations that respectfully support their farmers.For cannabis farming to ethically mature and stabilize as an industry, cannabis farmers across the country realized a national commodity organisation that unites the voices of farmers and existing associations under one banner was necessary. This is why a community of like-minded cannabis farmers from across the country gathered together and formed a producer-led commodity organisation that will advance their shared interests and support the future of cannabis farming.
The combination of nationwide community development, virtual leadership education, academic cannabis research projects, and policy influence positions FCF as an important organisation for every Health Canada licenced cannabis farm to be part of.FCF believes cannabis farmers and existing associations will work stronger, together.
The origin of the Federation of Cannabis Farmers (FCF) was inspired by the Advanced Agriculture Leadership Program (AALP) and the Ontario Federation of Agriculture (OFA).On March 2025, at Advanced Agricultural Leadership Program (AALP) Class 20 Graduation, in the 40 year history of AALP delivering an executive level agriculture leadership program, one of the first cannabis industry professionals was graduating the AALP program.At the AALP Class 20 Graduation, the participant connected with managers and executives from the Ontario Minister of Agriculture, Food and Agribusiness (OMAFA) and the Ministry of Agriculture, Food & Rural Affairs. These officials respectfully highlighted the cannabis sector’s lack of leadership and lack of a unified commodity voice similar to long-standing commodity boards in agriculture. Acknowledging this is a problem was the first step forward towards a solution that will support farmers and the future of cannabis farming.Weeks earlier, the same AALP Class 20 participant had connected with a manager of the Ontario Federation of Agriculture (OFA) during an agricultural trades mission in the Baltic states. The AALP participant learned how farming and commodity organisations support their industry & advocates on behalf of their farm members. The AALP participant believed this is what was missing in the cannabis industry. The AALP participant saw this is an opportunity.The AALP Class 20 participant learned how several other agriculture commodities matured and knew what needed to be done to support cannabis farmers. The education, experiences and network gained from the Advanced Agriculture Leadership Program (AALP), was the genesis behind a farmer-governed commodity organisation that aims to strengthen leadership, research, education, and policy for licenced cannabis farmers across Canada.
FCF follows a farmer-first governance chain. Organisational direction comes from the FCF Leadership Team, made up of the Chairperson and, starting in 2026, an Executive Director jointly appointed by the Chair and the Executive Advisory Board.The Chairperson - an AALP Class 20 alumni with cannabis farming, digital marketing, and association-management experience - oversees strategy, community development, digital business development, and ensures every decision stays rooted in FCF's ethical values that support the membership & the industry. The leadership team reports to a Producer-Led Board of Directors, with member election campaigns scheduled for Spring 2026.Supporting the Leadership Team is an Executive Advisory Board of hand-selected subject-matter experts who support FCF’s mission and vision for the future of cannabis farming. Each advisor is approved by the Chairperson and brings long-term value through technical guidance on agriculture, government relations, cannabis farming, academic research, policy, and industry trends. Since the inception of the idea in March 2025, FCF has organically grown from concept to commodity organisation. The milestones below highlight key moments throughout FCF's journey that underpin our producer-led mission as a cannabis farming commodity organisation.
At the Advanced Agriculture Leadership Program (AALP) Class 20 Graduation, an AALP Class 20 participant connected with the Ontario Ministry of Agriculture, Food and Agribusiness, and the Ministry of Rural Affairs about the leadership gap in cannabis farming industry, and the lack of collaboration as an agricultural commodity.Weeks earlier, on an AALP agriculture trades mission in the Baltic states, the same participant met a manager of the Ontario Federation of Agriculture (OFA). The AALP participant learned how farming & commodity organisations support farmers across 200 agricultural commodities in Canada.These two experiences and relationships formed throughout the Advanced Agriculture Leadership Program (AALP) combined to set the blueprint for the Federation of Cannabis Farmers - a commodity organisation that supports Health Canada licenced cannabis farmers.

Dr. Av Singh is the Executive Director of the Scotian Cannabis Alliance; The Head of Quality at Northern-Leaf (Jersey, Channel Islands); the Chief Scientific Officer at Adonis Living Soils; and as the Scientific Advisory Chair with Cannaray (UK). Dr. Singh has authored over 250 peer-reviewed papers, chapters, and extension articles and has been an invited speaker to over 600 workshops, conferences, symposia as well as guest-lecturing at over 30 universities in Canada, the US, the UK, and India.

The event developed organically and unintentionally amongst growers within our network in under a week. Guests invited were head growers, cultivation mangers, nutrient company owners, distributors, and a few special international guests in town. Growers attending the event were invited to a group chat to stay connected after the event. What started off as a dinner for 4, ended up as a party of 63 at the viral Karahi Boys downtown location, featuring an AYCE Pakistani buffet, sponsored by Hawthorne Gardening Company and Hydrotek.

Scott Golem is the Research Facilities Manager with the Horticultural and Environmental Sciences and Innovation Centre (HESIC) at Niagara College (NOTL Campus). Scott served as a Research Lead at HESIC, where he spearheaded cannabis and hemp projects, as well as projects under the Greenhouse Technology Network (GTN). Scott holds a BSc in Forensic Science from Trent University, an MSc in Biotechnology from Brock University, and a Post-graduate Certificate in Commercial Cannabis Production from Niagara College.

Dr. Max Jones is a professor in the Department of Plant Agriculture, at the University of Guelph. Max has been studying cannabis biology for over 10 years and obtained the first research licence to cultivate cannabis plants at the University of Guelph in 2018. The primary focus of his research program is on cannabis micropropagation and biotechnology, plant production and traditional breeding. Max has published dozens of peer-reviewed journal articles and trained many graduate students in cannabis biology and production.

Imran Rashid has worked in cannabis extraction since 2012 and has worked with most of the common modalities in the field. Jones Mycophyto LabAbout Teskey Baldwin:
Teskey is a cannabis researcher, consultant, and legacy grower and breeder with a decade of industry experience. His work focuses on cannabis biodiversity, conservation, and science based breeding for extraction. Teskey is currently a researcher and MSC student at the University of Guelph with Dr. Max Jones working on landrace cannabis preservation projects, as well as researching breeding for extraction and developing cutting edge new cultivars for the industry. Teskey's preservation work involves preserving and breeding cannabis germ plasm from around the globe with a focus on medicinal importance and conservation status as opposed to the widespread focus on solely commercial cultivars. Both Max and Teskey are working to create a public cannabis gene bank at the University of Guelph to preserve global cannabis diversity and provide open access to landrace genetics to the world. On the commercial side of research Teskey develops cultivars for Health Canada licence holders and companies around the world with a focus on commercial extract cultivars and novel hemp varieties. Teskey consults for companies seeking to improve their cultivation knowledge and conduct scientific research in the industry.

Coming from dairy and beef background in Northumberland county, Stephen completed a Masters in Ag Economics from the University of Guelph in 1996 focusing on trade liberalization in dairy between the US and Canada. After a year as policy researcher for the Ontario Milk Marketing Board, Steve joined OMAFRA in late 1997. For close to 20 years, Stephen was OMAFRA’s lead on business risk management programs such as AgriStability and the Risk Management Program. Steve is currently OMAFA's Chief Economist. Steve is also an adjunct professor in agricultural economics at the University of Guelph. Steve and his wife Robyn operate a beef and cash crop operation near Colborne Ontario. Steve is currently in his second term on the board of Farm Management Canada (FMC) as a farmer director and is currently board Chair.

FCF receives funding from government grants, agricultural organisations, accredited academic institutions, provincial cannabis wholesalers, cannabis labs, nutrient companies, cultivation equipment distributors, and other partners within agriculture and the cannabis industry. FCF does not accept sponsorship funding from Health Canada licenced cannabis cultivation, processing, or nursery licence holders. Funding is invested directly into organisational initiatives that directly supports our cannabis farm members, including membership services, the online farmers community, the Cannabis Agriculture Leadership Program, farmer-led cannabis industry events, and academic research projects that support farmers and the future of cannabis farming. The Executive Leadership Team proposes initiatives to the Producer Board on how to invest funding that supports the membership. The Producer Board decides how funds are allocated to approved initiative proposals. Funding also covers FCF’s administrative operations, business expenses, and staff salaries.

Health Canada’s 750+ licenced cannabis farms share common challenges, yet many cannabis farmers tackle them in isolation. FCF membership brings these cannabis farmers together. FCF Community Membership is designed for cultivation professionals passionate about the plant and the industry: cultivation managers, head growers, or owner-operators of a Health Canada Standard, Micro-Cultivation, or Nursery licences. Whether you manage a 10,000 sq ft indoor facility or 30 acres of sun-grown flower, FCF gives you a seat at a national table where production insight is shared, research priorities are set, and collective strategy is cultivated amongst a like-minded community.FCF members access a private, vetted online community of cultivation professionals and subject matter experts; receive preferred access to the leadership training program, academic trials, and retailer-facing educational industry events; and gain the right to campaign and vote in the Producer-Led Board elections. The online membership application process takes about 15-20 minutes. One (1) membership seat per Health Canada licence ensures balanced representation. Each submission is screened by FCF's Executive Advisory Board and approved by the Chair to make sure the community remains farmer-first. The application is live and the on-boarding is happening now, with new memberships admitted monthly.

FCF organizes each farming member into a clearly defined membership region. These zones make sure every farmer of each province - from commercial greenhouse farms to standard indoor farms to remote micro-outdoor operations, and everything in between - has equal representation in board decisions, elections, and research priorities.Most early applications come from Ontario, which led to the development of nine (9) regional zones, based on licence holder density across Ontario, in our inaugural regional zoning maps. Farms outside Ontario are grouped into interim Western, Central, and Eastern Canada regions. As membership increases in other provinces, FCF will introduce full provincial regional maps across Canada to give every grower an equal, grassroots voice nationwide.Think of the regional zone as a political riding for the producer-led board of directors' election process. When board elections open, members in each zone can run for a seat and vote only within their own region, guaranteeing true local representation. Each member chooses their regional zone in the online application process.

FCF is a nonprofit agricultural commodity organisation that reinvests membership dues back into the organisation. The Federation of Cannabis Farmers is guided by a Producer-Led Board of Directors, which reviews and approves all organizational proposals. The Executive Leadership Team, made up of the Chairperson and the Executive Director, works in partnership with the Executive Advisory Board to develop initiatives for consideration and approval by the Producer-Led Board. The Advisory Board reports directly to the Executive Leadership Team, while the Leadership Team is accountable to the Producer-Led Board. This structure ensures that Health Canada licenced cannabis farmer's decisions remain at the heart of FCF’s governance.
